2012 WAVES NATIONAL COLLEGE SCHOLARSHIP:

This year's scholarship is named for YNCM Anna Der-Vartanian, the first female in any service to be promoted to E-9, the highest enlisted pay grade. Master Chief passed away 4 August 2011. One $1,500 scholarship will be available to a relative, male or female, of a sea service woman. The essay topic is "How My Service Changed My Life".

PLEASE FOLLOW THE RULES: In the past, several entrants have been disqualified because they did not follow the rules.

1. Eligibility is open to any female or male relative of a SEA SERVICE WOMAN who has served or is currently serving in the Navy, Coast Guard or Marine Corps or their reserve components. The relative may be by birth, legal adoption or marriage. Documented proof of eligibility of the sea service woman's honorable discharge OR her present status in the military must be included with the application. Documented proof of eligibility is a legible copy of her form DD214 discharge certificate or a copy of her current military ID card. Applications will not be considered if this PROOF OF ELIGIBILITY is not submitted.

2. Applicants: Mark out all references to social security or service numbers on DD214 and high school transcripts.

3. The essay competition is open to high school seniors or college students.

4. The essay must be written on the 2012 topic and shall include documented evidence of research and an interview with a female veteran. Applicants may contact one of the veterans' organizations, i.e., DAV, VFW, AL, etc., to interview a woman veteran.

5. Each essay must be the applicant's own work and shall consist of 1,000 to 1,500 words.

6. Entries must be postmarked by March 9, 2012, with no exception.

SAN ANTONIO – Operation Homefront today announced the opening of the 2012 Military Child of the Year Award nomination period. The award will be given to an outstanding military child from each Service – Army, Navy, Air Force, Marine Corps, and Coast Guard. The winners, who each will receive $5,000, will be flown with a parent or guardian to Washington, D.C., for special recognition ceremony on April 5, 2012. White House to Display Holiday Cards from Military Children

The First Lady has requested that military children from around the globe create holiday cards supporting their parent and send them to The White House to be displayed with the holiday decorations no later than Nov. 16.

The White House is honoring American heroes this holiday season and would like to include the personal contributions in their finishing touches on the White House decorations.

"We are asking kids like you, from military installations around the world, to create a holiday card that represents your parent who is serving our nation," said First Lady Michelle Obama in a personal letter to military children. "I encourage you to use your imagination, and include words, pictures, and drawings to create a holiday card that honors your brave mom or dad."

Military children should submit 5" by 8" handmade holiday cards with words of appreciation for their military parents, as well as pictures and drawings. The child should be sure to include their mother or father's name, branch of service and command in the card.

Participants are asked to send holiday cards to the following address, along with information from where they are sending it: Reservation 1, Attn: Social Office, P.O. Box 8070, Washington, DC, 20032.

"Thank you for helping with this fun project, and most of all for your family's courageous service to our nation," added Obama. "I look forward to seeing the results of your creativity!" The White House will display as many of the cards as possible.

Nationwide Emergency Alert System (EAS) Test

On Wednesday, November 9, 2011, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), and Federal Communications Commission (FCC) will conduct the first national test of the Nationwide Emergency Alert System (EAS) test. This nationwide test will kick off at 2:00 p.m. (EST) and run concurrently across all time zones.

This system test is the first of its kind designed to broadcast a nationwide message to the American public. In the history of the country, nothing like it has been conducted on such a level. As you may be aware, there have been tests in the past, but not of this magnitude encompassing all regions of the Nation simultaneously. The three (3) minute test will run concurrently on all radio and TV band stations exceeding the previous messages broadcast which were anywhere from a 30 second to 1 minute message.

There is great concern in local police and emergency management circles about undue public anxiety over this test. The test message on TV might not indicate that it is just a test. Fear is that the lack of an explanation regarding the message might create panic. Please share this information with your families so they are aware of the test.

2. A weekend for married couples, Friday 6:30 PM - Sunday 11:59AM.

3. All married couples are welcome and will learn how to maintain or improve their marriage and better handle inevitable conflicts. There is no pressure to change: all respond as they see fit.

4. Every MER includes materials from the Gottman Institute (strengthening your marriage) and various marriage enrichment tools are incorporated from other marriage and relationship enhancement programs.

5. NO CHILDREN: the MER is for married couples to focus on their relationships. Children may not accompany the couples, nor occupy the rooms.

6. We meet Friday night [approx 2 hrs], Saturday morning [4 hrs], Saturday evening [2 hrs], and Sunday morning [3.5 hrs]); Saturday afternoon is for couples to enjoy the local area.

Sony Hiring Fair

A hiring fair taking exclusively for veterans and military spouses will take place on July 10, at the Sony Picture Studios, in Los Angeles. Attendance will limited to 1,000 veterans and 500 military spouses. This unique hiring experience, "Hiring Our Heroes," is the first of some 200 planned around the country.

An announcement regarding VIPs attending this event is expected on or about June 15. That announcement is expected to spike interest in this event, so we strongly encourage interested participants to register by June 13. More to follow on this.

SPOUSE GRANT

Educational grants for spouses will be a needs based/merit grant of $500 for spouses of E3-E6 members. A spouse only needs to show enrollment in an education program or proof of a course completion at any time after 31 March 2010 to qualify to apply. The potential courses for this grant include those at vocational schools and certifications. Spouses will not need to provide receipts for expenses, but they will need to itemize expenses. The family will need to list some basic financial information. Transportation and child care expenses can be listed as legitimate expenses for the grant. There is a requirement for an essay no longer than 500 words. It should address what it means to the applicant to be a Coast Guard spouse and what type of difference education has made or will make in their lives and the lives of their family. There will be an open application period until 1 June. There is an ALCOAST in the works to announce this grant.

A selection committee will convene to select recipients in June. Judging by the response to the needs assessment, I expect there to be a high number of applicants. We expect a total of as many as 40-50 spouses will receive assistance.

This grant will be a little bit different from the other grants. The Coast Guard Institute will handle the paperwork and selection processes. The Coast Guard Foundation will actually write and mail the checks.

Joint Reserve Component Teen Leadership Summit

Nestled in a valley of the Chattahoochee National Forest, Wahsega 4-H

Center will host the Joint Reserve Component Teen Leadership Summit.

During the week long adventure from July 10-15, teens will participate

in high adventure activities such as high ropes, white water rafting,

hiking, archery, survival classes and more! Leadership classes taught

throughout the week will allow teens to identify their leadership

strengths and participants will be introduced to community partners who

assist military families where they live.

Airfare, transportation while at the Summit, registration, food and

lodging is covered by the Extension-Military Partnership. Parents are

responsible to get their teen to/from the airport, baggage fees, and any

spending money for snacks/souvenirs.

The Joint Reserve Component Teen Leadership Summit is open to teens aged

14-18 who have a parent currently serving in the Army National Guard,

Army Reserve, Marine Corps Reserve, Navy Reserve, Air National Guard,

Air Force Reserve, or Coast Guard Reserve. Applicants will be required

to complete the entire application, including essay questions.

Changes to Post-9/11 GI Bill benefit

in your Post-9/11 GI Bill benefit. PLEASE REMEMBER that the housing
stipend will be pro-rated and based on when you are actually in school
and when the school certifies your attendance. For you, this means two
key things:

1. If school is out for a week during spring break, a month during
winter break, or you are not in class during the summer, you will not
receive the housing stipend for those periods.

2. There is a VA certifying official at each school, and you will
receive payment in accordance with the frequency with which the
certifying official certifies your attendance. In other words, this
may mean that you will not get a monthly "paycheck" if the certifying
official certifies attendance once per semester, once per quarter,
etc...

Last month Ms. Sciortino from the CGMA in Arlington, VA. gave us a presentation on Coast Guard Mutual Assistance and all the benefits available, one item new to us was the "Layette package" this is for families that adopt or have a newborn child. Package contains many great starters, all free to the members (INCLUDNG OUR MANY OF OUR CIVILIANS!)

This afternoon we completed a package for one civilian member, additionally if a family were having twins?...two packages!

Eligibility...
Military members in pay grade O-1 and pay grades E-6 and below; and civilian employees GS-9 and below, WG-11 and below, and NAF-2 and below are eligible to receive a layette directly from CGMA

Active Duty members of any rank may receive a layette by attending an Air Force Aid Society (AFAS) "Bundles for Babies" class or a Navy-Marine Corps Relief Society (NMCRS) "Budgeting for Babies" class.

Military Teen Adventure Camp

Beginning this summer, 12 Land Grant Universities will offer low-cost high adventure camps for military teens, 14-18 years of age, at 50 locations -including one in Alaska and
two in Europe. Four of the camps will offer high adventure opportunities to family members with special needs.

This initiative is part of a government wide approach to supporting military families, announced by President Obama this past January. "Strengthening our Military Families: Meeting America's Commitment," outlined four main focus areas to enhance support to military families. This partnership between DoD and the USDA addresses one of the focus areas: to "ensure that military children are receiving the support and education they need to thrive."

The Defense Department and the military services offer a wide variety of programs, policies and systems to promote good physical, emotional, spiritual, educational and social health of military youth. The high adventure camp opportunities like those offered through this partnership are not the norm, however. This initiative will give military teens experiences not typically available through military youth programs.

Participation will be available on a first come, first-served basis for military teens-all branches and all components. Participation in most programs will be at no-or very-low cost.

8. Processing Times: Processing for the 12:20pm show will begin at 8:30am the day of taping. If you arrive prior to 8:30am each ticket holder will be given an Order of Arrival Pass with a request to return to the audience holding area by 8:30am to begin the processing.

9. Processing: This consists of checking your two forms of I.D.'s, you will receive a handwritten nametag and the Pages will go over the general rules for contestant eligibility. Prior to entering the studio, there is a brief interview by the production staff and that's how the contestants are selected. You must be present at CBS for the entire processing. We suggest that all members of your party arrive earlier than these processing times.

During the processing we have a CBS Gift Shop, snack bar, vending machines and restrooms for your convenience.

10. No Cellular Phones, Tape Recorders, Price Lists, Backpacks, Ice Chests or Photography are allowed in the CBS Lot or in the Studio, therefore, we request that you do not bring any of these items with you. Please leave them in the car, van or bus.

The producers of ABC's "Extreme Makeover: Home Edition" are seeking people involved in the military whose home deserves an extreme makeover.

The producers are looking for people with "amazing strength of character and who put their own needs aside to help others," a press release said. "Whether it's a soldier, a mom, a teacher or a fireman, we think deserving families are families who inspire those around them."

Additionally, the show's producers are seeking families whose houses need major alterations or repair - "homes that present serious problems for the family and affect the family's quality of life."

To be eligible, families must own their single family home and be able to demonstrate how a makeover will make a difference in their lives.

Interested military families or people who wish to nominate a military family should e-mail a short description of the family's story to emheusa@gmail.com

The e-mail should include the names and ages of household members, a description of the family's challenges, an explanation of why the family is deserving of a makeover or is a positive role model in the community, photos of the family and their home, and contact numbers.

Government Shutdown - What Military Families Need to Know

The number one question we have heard from families is – will my service member be paid on the 15?

Service members are exempt from furloughs, meaning they still have to work. Their work will be paid for, the question is when? Defense Secretary Robert M. Gates said on Wednesday:

􀁺 if the government shuts down on April 8 and goes for a week, service members would get half of a check on April 15 (pay from the April 1 – 8)

􀁺 if the shutdown runs past April 15, service members would receive pay after the budget or a Continuing Resolution is passed.

Retirees will receive their retirement pay.

Where to go for Financial Help

Do not turn to payday lenders – your military community has the resources to provide assistance. If your family experiences a hardship due to a reduced paycheck, we urge you to seek assistance from a military aid organization or military bank or military credit union. Aid organizations and military banks and credit unions have short term loans available to help in this situation.

Aid organizations will remain open and are ready and willing to help service members and their families.

If you are not located to near an aid organization, you may seek financial assistance from the Red Cross or call 866-563-1376. Each aid organization has an agreement with the Red Cross to provide the same type of financial assistance to military families.

Our Association has contacted a sampling of military banks and credit unions. In the event of a government shutdown, some military banks and credit unions may waive fees associated with the possible shutdown. Others have stated they will consider permitting families to skip a loan or credit card payment. We urge military families to contact their bank to review their individual situation and the guidance established by their financial entity.

Military families who use automatic payments are encouraged to contact their bank and make alternative arrangements. For example, families may transfer money from a savings account to a checking account to cover the automatic payment.

What services will remain open during a potential shutdown?

The Department of Defense and Services are currently evaluating their essential personnel and support services. Service members are expected to report to work. However, Reserve component personnel should refer to their chain of command for specific information.

Overseas families are encouraged to contact their local commissary.

Even those services that will remain open may operate with reduced personnel. We encourage families to call ahead to determine if the service is open.

Health Care

If you normally get your health care in a military hospital or military clinic, you may find appointments may be cancelled or some medical, lab, or pharmacy services will not be available during a government shutdown. Depending on each military hospital or military clinic’s staffing, there will probably be a different mix of available services. So, we advise families to call whatever phone number you would normally call for information or to make an appointment before you travel to your military hospital or military clinic for any reason.

As always, if you or a family member has an emergency medical situation, immediately go to the closest emergency room or dial 911. If the need is not an emergency, but you need urgent care and cannot get in touch with anyone at your military hospital or military clinic, we recommend that you call your TRICARE Regional contractor for information and instructions. If you normally get your care from civilian health care providers, you should not notice a disruption in service due to the shutdown. Good evening, I'd like to start out by saying that the past few weeks have been extremely busy across the entire unit. Between preparing and participating in local deployments, high-end training schedules, and planning for upcoming missions there has been no shortage of work on our plates and as usual the men and women of MSST 91103 have been nothing short of amazing!

Ombudsman Appreciation Day - I'd like to say a special "Thank You" to Stephanie Norton as this past March 25th was Ombudsman Appreciation Day. Your efforts to the command are noted and we look forward to "re-introducing" you to the unit this weekend!

Enlisted Person of the Year (EPOY) and Reserve Enlisted Person of the Year (REPOY) - I'd like to acknowledge the efforts of PO Standiford our unit's Enlisted Person of the Year nominee and PO Hooker as the unit's Reserve Enlisted Person of the Year. Both of your efforts this past quarter and throughout your tenure at MSST 91103 have set an example for others to follow. It was an honor to attend the D11 EPOY/REPOY Dinner Ceremony in Alameda, CA with you and your families. Although we are awaiting official photos, please see a photo of PO Hooker and his wife during the pre-dinner reception. I'd also like to congratulate PO Gibson for their new addition to their family with the arrival of their new little girl Isabella. Congrats to both of your families!

Reserve Family Readiness Award Ceremony - As promised in my last blog I promised some pics from the RFRA Ceremony on 18Feb at the Pentagon. Below are two pics from the ceremony. Hollywood - I also wanted to mention that MSST 91103 (boat/boatcrew) will be featured for the first time in an upcoming episode of "The Mentalist". This was a first for our unit and the episode is to be aired on 07April on CBS. Keep your weather eye out!

Lastly, I wanted to throw out a sincere thanks to every member of MSST 91103 for their hardwork the past few weeks. As I've told many of you directly your efforts and work ethic inspire me and motivate me each day. I applaud your efforts and the results of your hard work speaks for itself! NEW CGMA EDUCATION LOAN

Coast Guard Mutual Assistance is offering a new education loan, effective March 1, 2011, that will replace any existing education loans offered by CGMA.

The ESO's receive many questions regarding educational benefits for spouses...here is a nice addition to the meager benefits available to spouses and children.

This interest free education loan will provide up to $2,000 to eligible clients with qualified education expenses. There is no financial need requirement, so no budget form is necessary. **This bullet is key to this new loan, anyone can apply, it is not based on any financial need, from the most junior members to the most senior.**

All CGMA clients, (A/D, Reserve, Civilian and Auxiliary) on behalf of themselves or their eligible family members (Spouses and children up to age 23 years).

HTTPS ON FACEBOOK

Great information from the Navy's Weekly OPSEC Snapshot.

HTTPS is a means to encrypt your connection to Facebook so that anything you send to Facebook can't be used by anyone else who happens to be monitoring you. It is a significant upgrade in security that should have minimal to no impact on how you use Facebook.

The OPSEC Snapshot encourages everyone to adopt this feature as it becomes available -- Facebook is still rolling out this capability so everyone may not have the option yet.

While I will not go into detail about our most recent large-scale deployment, I will mention that the men and women of MSST 91103 performed admirably and got the job done! While timing could not have been worse for many of our families, you should feel proud that our team answered the call, completed their mission professionally, and all came home safe and sound. There is nothing else I could ask for. I am proud of each and everyone for their efforts and to the families for taking care of things at home so our folks could focus on their task at hand. As you can hopefully see from the pic above our folks were being taken care of while away from home over the holidays. A special thanks to LCDR Robinson (MSST Honolulu CO) and Ombudsman for putting together some goodie packages for our folks Christmas Eve!

Aside from the successful deployment, we learned of another significant accolade that reflects the caliber of people that have served and currently serve at MSST 91103. We recently learned that MSST 91103 was selected as the winning Coast Guard unit to receive the DOD Reserve Family Readiness Award! This prestigious, national-level award is presented to one reserve unit representing each of the Services for their success with family readiness throughout the year. 2010 brought about many opportunities for MSST 91103 to shine through challenging deployments such as GITMO and DeepWater Horizon. The success of these deployments was a tribute to the incredible team efforts of our active duty and reserve forces and of course through the hardwork of the unit's Ombudsman and mbrs in garrison. This award will be presented to a few mbrs of the unit later this month by the Assistant Secretary of Defense for Reserve Affairs Dennis M. McCarthy at the Pentagon. Future pics will be posted - Congrats MSST 91103!!!

Final Thoughts...

It is hard to believe that the first 6 months as Commanding Officer of MSST 91103 has zoomed by so quickly and it has been quite an amazing journey thus far. I can honestly say I've been surrounded by some of the most incredible Coasties a CO could ever want so Thank You! As you can tell from the subject of this blog and from the above pics MSST 91103 has most certainly achieved operational excellence as a unit and many of our folks have achieved some incredible personal and professional goals. Important Tax Information From DoD to Married Service Members and Spouses

In November 2009, the Military Spouses Residency Relief Act (MSRRA) became law. This new law changes some basic rules of taxation that could affect you and your spouse. Now, a military spouse who is present with a Service member (SM) in a particular State under military orders does not have to pay State income tax on wages earned in that State as long as that State is NOT the spouse's domicile (permanent home). However, the spouse would have to pay taxes to the State of domicile, if the laws of that State required such payments. Some States, of course, don't have State income taxes.

The MSRRA does not allow a spouse to pick or chose a domicile in just any State. Domicile is established, not arbitrarily chosen. The spouse must have actually been present in the State, established it as his or her domicile, and maintained it by forming and maintaining the necessary contacts, such as registering to vote, owning property, registering vehicles, holding professional licenses, declaring a homestead, or indicating a State of probate in a last will and testament. Similarly, the MSRRA does not allow a spouse to "inherit" or assume the SM's domicile upon marriage without the necessary contacts with the State.

The law is complicated, and because its effect will depend on the interpretations of each State, SMs and their spouses are encouraged to seek free, confidential advice from a military legal assistance office. Merry Christmas and Happy New Year!

I would like to thank everyone that supported and attended the unit Christmas party this year at Reservation Point! Although we got a late start the turnout was outstanding, the food incredible, and the chance to meet many MSST 91103 family members made the event so special. A few bravo zulus which were mentioned at the party and subsequent unit all-hands include:

Monica Jahn (and spouse) - identifying Beach Pit BBQ as our caterer and then getting a ridiculously great price due to our limited budget. The food was great (I heard you got to sample the food a little too - good for you!) Thank you!

Cheryl Legaspi (and spouse) - for the incredible cake you provided for the party (see above pic) and also for allowing your husband to dress like an elf for all to see! Thank you!

Shelly Baker (and spouse) - for putting together the kid's goodie bags amongst other things! Thank you (and my three boys say thank you as well!)

Beth Burkhalter (and spouse) - for helping setup and tear down the bounce house (see above pic of Caitlyn Burkhalter) and for letting your husband wear his incredible red Christmas sweater turtleneck - Thank you!

Many other members of our committee made the event happen and were recognized including PO Yahudah, PO Laborce, PO Campos, and PO Ogo. This list is not all-inclusive but a short list of many of the folks that made significant contributions. I also feel the need to say a quick Thank you to LTJG McShane as he won the best-dressed award for the day even though the rest of the unit was in standard liberty attire! (see pic above). Thank you Dave!

As was mentioned at the party, we will be seeking input in the future for a more adult-centric unit get-together for another chance to bond as a unit.

The past few weeks the unit has been busy completing significant training requirements in order to be prepared to respond when needed and before current qualifications expire. Specific examples of this include Waterside conducting multiple days of underway day and night drills and tactics. MLE FP conducting their quarterly Tactical training (see above pics). K9 conducting their training requirements at vertical delivery (see above pics of PO Ross with Chiquita and PO Antis with Ryder). Meanwhile all of our support staff continue to work hard going about their daily routine ensuring our boats and vehicles are ready to meet all mission needs (thank you Engineers), our finance and admin unit and mbr needs are met (thank you Supply and Admin), our weapons qualifications and unit training needs are met (thank you Armory and Training Staffs). I would also like to recognize our Reserve Component who have been positively contributing to the unit when they drill as you can see many certifications below that they have achieved.

Congratulations on your recent selection! (Please note our reserve GOQ has been selected, however, I personally have not had a chance to congratulate the mbr face to face and will not publish it on here until I do that).

Coasties vs Olympians in Volleyball!!!

Congrats to PO McElroy and PO Haldeman for stepping up and representing MSST 91103 and Team Coast Guard at a recent match against a few Olympic Volleyball Champions. While I've attached the link below, please note our two competitive PO's thought they could take down Olympians Kerri Walsh and husband Casey Jennings at a fun event supporting cancer research. While our Coasties put up a valiant effort, their 4-mbr team lost competing against the two Olympians even when spotted 11 points. Although they had to take a dip in the cold Pacific waters at Redondo, I am sure they will tell you it was a great event and for a great cause. Great work gentlemen! (Please see link for specifics).

Ombudsmen Update

I wanted to also recognize our very own Ombudsmen for all of her efforts the past year and while she has been deployed in support of DeepWater. Stepheni Norton was recently named as an Honorable Mention for the Ombudsmen of the Year for the Coast Guard which is a huge accomplishment considering the competition. Stepheni's work last year while the unit was deployed was nothing short of amazing and it was great to see her get the recognition she deserves. Stepheni also recently completed a number of months away due to the recent oil spill in the gulf but fortunately will be home very soon. We look forward to seeing you around Stepheni - thanks for your contributions to the unit and your country!

Lastly, I wanted to direct the last few comments to the spouses, significant others, children, family, and friends of all of the members of MSST 91103. I am fully aware of where the unit was last year during the holidays and the sacrifices made by everyone during the long deployment. I understand and appreciate what that means given our current OpTempo and scheduling and I know it is not easy. Engineering Meritorious Team Commendation

A congrats to MSST 91103's entire Engineering Dept for the work they did getting the unit's boats back up to standards following the DeepWater Horizon deployment. The Engineering Dept was tasked with removing, cleaning, and replacing 4 of the boat's collars and did so in record time. Not only were the boats material condition brought back up to standards but the RFO Inspection a few short weeks later truly showed their attention to detail and the work put in by all members of the Dept. Congrats to SCPO Diaz, PO Bowley, PO Vega, PO Franguille, PO Alexander, PO Serrano, PO Willoughby, and PO Montano.

Chief's Call to Initiation (CCTI)

MSST Athletics:

Congrats to the MSST's Soccer Team for a great season! Although the unit barely missed being in the finals due to a close 3-2 loss to the Sector's Inspection Team, your teamwork and season accomplishments were incredible. I expect big things next year!

Congrats to LCDR (select) Burkhalter aka XO contributing to the Coast Guard's Rugby Team this year. The Coast Guard Team participated against all of the other Armed Services in a highly-competitive tournament and although they lost to the always-tough Air Force Team in the Championship Round, the Coasties pulled out a 2nd place finish; the best finish for a Coast Guard Team since the early 90's! Job well done!

Military Spouse Residency Relief Act

The MSRRA is designed to prevent spouses from having to change their state of residency for tax purposes if they are only accompanying a servicemember on military orders. If a military spouse can demonstrate proof of residency in another state (e.g., drivers license, voting registration, property documents, etc.), then the spouse can claim that state as his/her residence, and will be exempt from paying income tax in CA.

Having another state claimed on the servicemember's LES is not entirely sufficient for the spouse to claim that state - the spouse has to establish residency on his or her own. FTB pub. 1032 outlines the law pretty clearly: http://www.ftb.ca.gov/forms/2009/09_1032.pdf.

Acquisition of a drivers license in California is a function of state law and not related to MSRRA, so that alone should not disqualify a spouse from MSRRA. Also:

Other main points to remember on the MSRRA are:

. It is retroactive starting January 1, 2009 and may entitle eligible
spouses for a refund on their 2009 taxes (the link to request a refund is included below).
. It may, however, also require some spouses to file tax returns in
their State of domicile for tax year 2009, when they might otherwise not have been required to do so. Depending on the laws of the domiciliary State, the spouse may be required to pay income tax to the domiciliary State.
. Servicemembers and their spouses will likely have to provide
documentation of their claimed legal residence as determined by the non-domicile State.
. The exemption only applies to wage income and income from services
performed in the non-domiciled State. For example, a spouse operating a business in the non-domicile State may not qualify for exclusion of the business income. Similarly, income from business or rental property in that State will be subject to taxation in the non-domicile State.
. For 2010 and beyond, spouses should file new withholding forms with
their employer, designating their appropriate domicile state. If the employer cannot withhold taxes for that state, the spouse will have to make estimated quarterly tax payments to that state.

Columbus Day Weekend News!

Good evening everyone! Even though we had some members deployed, some conducting training, and yet others helping the Hollywood-industry, I still hope you were able to enjoy some additional time with your loved ones during this Columbus Day weekend. As you will see there are many great things to report and it is my hope to do a better job updating the blog more frequently!

Vertical Insertion Training

Bravo Zulu to the MLE/FP team for their efforts in continuing to seek out additional training resources. Recently our FP team linked up with the HSC-23 WildCards (a helicopter squadron based out of North Island, San Diego) in order to conduct vertical insertion training. True professionals, these aviators supported our folks and assisted us in receiving initial VI qualifications for PO Merseal and PO Hutchens and also Fast Rope Master break-in experience for PO Knee and PO McLaughlin. Please see pics above.

Hollywood/CSI Miami:

Thanks to PO Alexander and PO Walker for participating in the filming of CSI Miami (please see above pics). Their specific episode should be airing Oct 24th - thanks for your professionalism and representing the unit in such a positive fashion! We also provided numerous boats and crewmembers for an additional CSI Miami episode that was shot this weekend in Long Beach, CA. While specifics are not known, we do know that this most recent episode will air in mid-November! Thanks to the many MSST folks who volunteered for this arduous duty!

Ready For Operations (RFO):

I would like to make it a point to acknowledge the entire unit's performance during our Ready For Operations Inspection last month. The entire unit put forth maximum effort and truly shined as all aspects of the unit were inspected. From our MLE/FP's performance during their Tactical Sustainment Training (TST) where all members "passed", to Waterside getting a 100% score on all of their drills, to the Engineering folks spending hundreds of man-hours removing and replacing collars on our RBS', you have all impressed me with your "Get It Done" attitude and your ability to work as a team...Truly Inspirational!

Top Shot - PO Johnson was selected as the MLE/FP's "Top Shot" by the lead instructor for his performance during the Team's Tactical Sustainment Training (TST). TST tests our MLE/FP's readiness through multiple drills and challenging training evolutions over the course of multiple days. PO Johnson, your hard work and leadership has not gone unnoticed - Great Work!

Guardian of the Quarter: Congratulations to PO Renuk on being MSST 91103's Guardian of the Quarter. PO Renuk contributed significantly to MSST 91103's Ready For Operations preparations specifically with his Rescue and Survival Systems knowledge. His positive attitude was infectious as he was always willing to share his knowledge with others to improve the unit. Bravo Zulu and thanks for all of your hard work!

CG's Guardian of the Week: I'd like to say Bravo Zulu to PO Antis (and his canine partner Ryder) for his recent selection as the Coast Guard's Guardian of the Week. PO Antis was recognized for his performance while at the Transportation Security Administration's (TSA's) Explosive Canine Detection Program. PO Antis not only met all requirements but excelled and was selected as the Honor Graduate of the entire class! Calling All Stop-lossed Servicemembers

Time is running out for those who qualify to receive their Stop Loss Special Pay. The deadline to claim it is Oct. 21st, but less than half of the more than 145,000 people eligible have submitted claims.

It's not a scam. And it's not a joke. If you qualify, it's YOUR money, so come get it.

Just in case you had forgotten, the 2009 War Supplemental Appropriations Act authorized retroactive stop loss special pay of $500 for every month/partial month served in stop loss status.

Servicemembers, veterans, and beneficiaries of servicemembers who were involuntarily extended under stop loss between 9/11 and September 30th 2009 are eligible.

The Congress generously set aside $534.4 million to pay out those funds, but as of the end of last month only $219 million in claims have been paid.

MSST LA/LB Participates in 9/11 Commemorative Ceremony

Good Afternoon,

On 9/10/2010, MSST LA LB provided support to the LAFD's Ceremony commemorating the sacrifices made by law enforcement, firefighters, emergency responders, and the countless other heroes who answered the call after the attacks of September 11, 2001. The ceremony was attended by all the armed services as well as state and local partner agencies, and memorialized the sacrifices made by public servants on 9/11, and everyday.

Attached is a picture of the unit's K9 team at the ceremony. Thank you to all our service member's who go into harm's way each and every day. And thank you to the families and friends who provide tireless support to these service members. They couldn't do it without you!

Well, this is my first official blog as Commanding Officer of MSST 91103 so I apologize upfront if the formatting is not perfect at this point in time (I will get better I promise). I want to personally thank CDR Downey for her help throughout the relief process in getting me setup for success in my new position. I speak for the entire unit in wishing you fair winds and following seas as you enjoy some well-deserved time off in anticipation of your new assignment to the Rand Corporation Fellowship. As you can tell from the above pics the Change of Command turned out to be a beautiful day and our members of the crew (that were not deployed) looked extremely sharp. I'd like to personally thank them for their help during relief week in getting me up to speed on anything and everything related to the unit!

I would be remiss if I did not mention the efforts put in by PO Gross and PO Caswell for their boat-building skills during the CG Day boat building/sailing contest. They blew away the competition (1 other boat entry) and actually provided a SAR platform as the competition started to take on water! (Pictures to be provided at a future date)

I'd like to officially welcome back all of our members who were not present for the Change of Command due to deployments. As some of you may know we had members of MSST 91103 deployed on the west, east, and gulf coasts for various events. A few of our members had very little time off after returning from the Deep Water Horizon spill before they were deployed again for another deployment. Please note your performance and efforts did not go unnoticed and we appreciate your adaptability in accomplishing the mission - Thank You!

I'd like to say to all of the MSST 91103 members and families that I appreciate the sacrifices you have made and will continue to make to serve our country and protect our homeland. This past year has been filled with many challenges and chances for our unit to shine and it is obvious to me that you all have done exactly that! I am honored to be able to serve as your Commanding Officer and look forward to the days, weeks, months ahead as we embark on new journeys together! First I’d like to extend a warm, sunny California welcome to LCDR Tim Margita who will be taking Command this Friday, 30 July. He, his wife LCDR (sel) Caryn Margita and their 3 boys are reporting from their previous assignments at the Coast Guard Academy and Officer Candidate School in New London, CT. We look forward to a great week ahead!

Since 28 June, the majority of our Team has been deployed to regions of Louisiana participating in the Deepwater Horizon oil spill response efforts. They have been working around-the-clock with local, state, and federal agencies enforcing safety zones and transporting pollution investigators for this massive operation. They have done an outstanding job under arduous conditions and we are looking forward to their safe return.

On 12-14 July, Vertical Insertion Team Members from MSST San Diego and MSST LA/LB completed an Interagency Certification with the Los Angeles Sheriff’s Department (pictured). This is a significant accomplishment as it marks the first time that the Coast Guard has conducted such operations using non-federal aircraft and allows us to greatly enhance the security capabilities in the nation’s largest container port. Great job to all who were involved in making this happen and we greatly appreciate the LA Sheriff’s Department for their outstanding partnership!

It’s hard for me to believe that 3 years have gone by and that it’s time for me to depart. This has been a truly terrific tour and the reason is because of the truly terrific members of this Team. I am grateful for your constant support, flexibility, passion for the mission and compassion for people. I am humbled by your selfless service and I am honored to have had this opportunity to serve with you. Thank you and Semper Paratus!

Greetings family and friends! As usual, I have a lot of great news to report since my last update. I always have the best intentions to provide more frequent updates, but time always seems to get the best of me.

Chief Petty Officer Academy – Congratulations to Chief Conroy who graduated from the CPOA on 26 May 2010! Chief spent 5 weeks in Petaluma, CA going through a rigorous training program which tested him physically and mentally. Chief has recently departed our unit for his next assignment to MSST San Diego. Congrats Chief on all of our accomplishments and thank you for your outstanding contributions to MSST LA/LB. You will be missed… but it will be nice having you as our neighbor to the south!

Promotions and Advancements:

Chief Warrant Officer Thomas (pictured) was appointed to Warrant in the Marine Safety Specialist Engineering (MSSE) specialty on 01 June in a small ceremony that was held on 07 June. He was pinned on by his wife Edna, LT Burkhalter, and PO Bowley. Congratulations CWO Thomas on this significant achievement in your career! We wish you and your family all the best as you begin your new assignment in the other LA…..Louisiana that is.

LTJG List successfully survived Ensignhood all challenges with flying colors. Congratulations on your promotion and keep up the great work!

We managed to get about 60% of the deployed crew together for a photo. Due to watch schedules and operations it is next to impossible to get everyone at once. While we managed to get almost everyone together, we did not manage to pay attention. Ops must have thought the photographer was behind him??? Thanks to PO Sylvester for taking the picture... great job YN2!

Advancements: Congratulations to PO Renuk and PO Reza who advanced to Second Class on 01 May 2010! Well deserved and thank you for all that you do to keep our waterways safe and secure.

Guardian of the Quarter: Congratulations to PO Serrano (aka The Weapon) on being selected as MSST 91103’s Guardian of the Quarter. PO Serrano’s consistently positive attitude and strong work ethic have made him a valuable part of our Team. Dusty and Asia Retirement: On 11 May 2010 our faithful and dedicated K9’s will retire from the U.S. Coast Guard. For 8 over years Dusty and Asia have valiantly served our country by using their explosive detection abilities to identify any threats to our ports and critical infrastructure. Petty Officer’s Boyle and Leland pioneered the Canine Explosive Detection Team program and have served as Dusty and Asia’s Handlers for the past 8 years… all 4 are Plankowners of MSST 91103. Last year they were awarded Meritorious Service Medals for their extraordinary Coast Guard wide contributions. PO’s Leland and Boyle are transferring this summer to new units. You will be greatly missed and we are grateful for your exceptional service. Fair winds and following seas!

Baby News: Congratulations to PO Silva on the new addition to his family. Gavin was born on 10 April, weighing in at 5 lbs, 14 oz and 19 inches long. Petty Officer Silva, it was a pleasure to have you on our Team for this deployment. You are a true professional and thank you for all of your outstanding work and sacrifices. Mrs. Silva, thank you for your support and understanding while your husband was away. We recognize the difficulty of taking care of the family and the household (especially when you’re expecting), and we too appreciate your service to our country.

Hollywood News: As mentioned in my previous post, our garrison crew members were involved in the filming of CSI Miami and since then, we had the opportunity to participate in the filming of CSI New York. Set your DVR’s for the following dates:

17 May 2010: CSI Miami will have our boats and boatcrews (Coxn’s: PO McElroy and PO Renuk).

26 May 2010: CSI New York (Season Finale) will have a “Tactical Team” composed of members from MSST LA/LB and PSU 311.

Just a reminder about the Family Gathering on Saturday, 08 May from 10a-2p at the MSST Boat House (see previous post from Ombudsman). There will be a lot of important information to pass as well as activities for all. Children are welcome and encouraged to attend. Operation Purple Family Retreat Program | FREE MINI VACATIONS!!

The National Military Family Association is sponsoring free, four day family retreats created to help families reconnect after deployment. Operation Purple® Family Retreats are designed to bring families together for four days in a national park setting. With an emphasis on environmental education, military families will participate in fun, family-focused activities that will allow them to strengthen and renew relationships while exploring their natural surroundings.

Operation Purple Family Retreat participants will be paired with highly specialized field science educators who will guide families through various activities such as nature hikes, canoeing, campfires, beach exploration, arts and crafts, and challenge activities. Families will have opportunities to communicate, work as a team, and to reconnect while exploring and learning about the environment.

In addition, FOCUS (Families OverComing Under Stress), a resiliency-building program designed for military families and children facing the challenges of multiple deployments by a team from UCLA and Harvard Medical School, has designed activities which highlight areas of strength and resilience in the family and promote family growth. Families will work together to strengthen their relationship through a variety of activities designed to compliment the retreat environment and experience.

Nestled among the foothills of the Rocky Mountains, with breathtaking views of Pikes Peak, this camp is set on 650 acres of natural beauty. Silver Bay YMCA of the Adirondacks is a 100-year old family retreat and conference center set on the shores of Lake George. Families will enjoy the beauty of the Adirondacks as they relax on the sandy beach, canoe or kayak on the lake, and hike the mountain trails. Leisure time is built into the schedule so that families can relax and enjoy each other’s company. The service member must have returned from deployment between February 2009 and February 2010.

The Teton Science School, Jackson, Wyoming: July 2 – 6, 2010
Teton Science School has been teaching about the natural world and the Greater Yellowstone ecosystem since 1967. Families will enjoy exploring the camp’s 900 acres of woodland, guided by experienced outdoor educators. They can challenge themselves on the camp’s ropes course and enjoy quality time relaxing together as a family. The service member must have returned from deployment between April 2009 and April 2010.

These retreats are open to service members and their families who have experienced deployment within the last 15 months. To be eligible for consideration to attend these retreats, service members must have returned from deployment no less than 3 months or no more than 15 months prior to the start date of each retreat. The retreats are free thanks to support from the Sierra Club and the Sierra Club Foundation. Travel costs are not included. However, families who attend will receive a $200 stipend per family at the retreat site to help offset the cost of travel.

I hope that everyone had a nice Easter Weekend and Spring Break. This time of year always brings new energy as it starts to get warmer and summer is right around the corner. Of course there is new energy around here as we look forward to being reunited!

Great job to both deployed and garrison crews for some outstanding work since my last update.

Advancements - Congratulations to PO Chavez who was advanced to Second Class on 01 April! Thanks for all your great work.

Re-enlistments - We are thrilled that PO Baumgartner and PO Jones both agreed to continue to serve our country and the Coast Guard. Thank you for your dedication and devotion to duty.

This summer we will loose a third of our Team due to Permanent Change of Station transfers -- a third of our operational expertise! Hollywood – Bravo Zulu to PO McElroy, PO Renuk and their boat crews for participating in the TV shoot for CSI Miami. We received great feedback from the production company on your great work and professionalism. Stay tuned for more info on when the episode will air. If you’re nice to them they may sign autographs.

Wide World of Sports – Congratulations to PO Aloe, PO Gross, and PO Ketchum who took FIRST place team in the CPOA Triathlon on 03 April. Coast Guard stomped the Army, Navy, Air Force and Marines… hooooah (that’s for you PO Hooker)! MSST 91103 also participated in the Softball League, Basketball League, and an All Night Softball Tournament and finished with very respectable standings. The Volleyball League is in full swing and after a bit of a rough start, we’re gaining some ground (thanks to Legs and his blocks at the net – no kidding!).

Ombudsman Appreciation Day

I'd like to thank Stepheni Norton for her truly terrific work and dedication as our Ombudsman. In addition to her full time job and many duties as a Coast Guard Auxiliarist, Stepheni dedicates a tremendous amount of time as our Ombudsman. She coordinated our Family Day and pre-deployment training, organized gatherings, serves as my direct link to many of you, keeps the blog updated with recent and relevant family information, remains in contact with family members and is always accessible. She is a wealth of information and is a vital member of our Team.

Today is also another very important day for Stepheni as she is now a YN2 in the Coast Guard Reserve! Stepheni graduated today from Training Center Cape May after 3 weeks of rigorous training. She will be a drilling Reservist at Sector San Diego. Congratulations Petty Officer Norton on this significant achievement! We are very lucky to have you and are so appreciative of your time and many talents.

March Madness

Greetings all and I hope this finds you well. We were fortunate to have Chief Dunn visit last week to provide range training to several members. It was nice to have him here and to catch up on all the happenings in Garrison. Thanks Chief for making the long trip and for all your great work.

Congratulations to several of our MLE/FP members for completing the Mobile Training Team with MSST San Francisco. Top Gun honors went to PO Hart followed closely by Chief Dunn – way to go! Several of our members recently completed a port assessment in San Diego with members from the Regional Dive Locker West. This was an excellent opportunity to train our members on underwater port security equipment and to work in conjunction with the dive locker. Great job to everyone involved in the planning and coordination of the port assessment. Your efforts directly contributed towards the enhancement of our overall readiness posture.

Congratulations to the following members who earned the following certifications:

Greetings everyone! Is it just me or are these months flying by? Ok, maybe it's just me... but I have a lot of great news to report and as usual, the Team continues to impress with their amazing work and professionalism.

We were honored over the past few of weeks to have received visits from Vice Admiral Papp (our next Commandant) and Master Chief Clemons, Rear Admiral Lee and Master Chief DeWitt of the Deployable Operations Group AND also the Commandant of the Coast Guard, Admiral Allen along with the Master Chief of the Coast Guard, Master Chief Bowen and Reserve Master Chief of the Coast Guard, Master Chief Smith. This was an excellent opportunity for us to hear from our top leadership and to showcase the Team's outstanding efforts in support of Operation ENDURING FREEDOM.

Advancements: Congratulations to Petty Officer First Class Gasparas, Petty Officer Second Class Oh, and Petty Officer Second Class Tuengel who were recently advanced to the next pay grade. In a once in a lifetime opportunity, they were advanced by the Commandant, Master Chief Bowen, and Master Chief Smith on 02 March 2010.
